For the second time this year, Southern Californians are evacuating their homes as heavy rain threatens new destruction in places still recovering from last month’s devastating wildfires.

A swift debris flow swept a Los Angeles Fire Department vehicle off the Pacific Coast Highway and into the ocean as heavy rain fell across Southern California on Thursday, creating deluges of water and mud on roads at the bottom of hillsides left barren by recent wildfires.

Snow hit much of the Midwest on Wednesday, while the mid-Atlantic copes with power outages from a storm earlier this week. In parts of California, flooding rains are forecast in the coming days
